That is odd. The game has no cab files. What is the name of msi that you are tying to run?

The downloaded phantasmagoria_2_english_install_20080916.msi

I am not sure what might be going on. As I said, there is no cab on the game CDs. I do not have jafa's source, so I can only speculate on what he patched and how he set up his installer. The referenced cab may be a container embedded in the msi to hold the patched files. This would make sense as msi and cab formats are both Microsoft's. Since you are on Win7 your Windows installer would be up-to-date.
You could try re-downloading the msi package, but I would think that if the download had been corrupted that it would have failed from the start. If that does not work you might have to wait to see if jafa responds, however he has not been around much for a while. If all else fails, you can use my Phant 2 DOSBox installer.

The movies will be interlaced, but it will install the entire game for CD-less play.
